The Cambodian government has announced a nationwide suspension of all online gambling operations linked to land-based casinos, effective October 2026. Initiated under a directive from Prime Minister Hun Manet, the measure is designed to combat technology-enabled scams, strengthen financial transparency, and mitigate illicit capital flows associated with live-streamed gaming. During the suspension period, state authorities plan to establish an updated regulatory and technological oversight framework before considering any potential resumption of digital betting activities.

Regulatory Rationale and Scope

The policy decision was publicly outlined by Deputy Prime Minister and Minister of Interior Sar Sokha during an official address in Takeo province. According to government statements, investigations identified significant monitoring challenges stemming from casino-hosted online gambling, particularly regarding live-streamed betting operations and untraceable monetary movements.

The core objectives of the upcoming suspension encompass the following areas:

  • Mitigating Cyber-Fraud Risks: Disrupting digital infrastructure leveraged by illicit scam networks operating under the cover of commercial gaming businesses.

  • Enhancing Financial Supervision: Addressing complexities in monitoring real-time digital transactions to ensure funds flowing through online betting channels derive from clear, verifiable sources.

  • Developing Technical Infrastructure: Allowing regulatory institutions necessary time to upgrade digital monitoring systems, refine legal frameworks, and train specialized personnel.

Minister Sar Sokha indicated that online gambling activities will remain halted until comprehensive management protocols, digital infrastructure, and clear legal standards are fully established.

Enforcement and Industry Compliance

Compliance with the October directive will be strictly enforced across all licensed land-based casinos in Cambodia. Regulators have explicitly warned that operators continuing to provide online gambling services during the suspension risk administrative penalties, including the immediate revocation of their commercial gaming licenses and potential legal action.

The initiative aligns with broader regulatory enforcement conducted by the General Secretariat of the Commercial Gambling Management Commission of Cambodia (CGMC). Over the preceding twelve months, authorities intensified inspections under legislative measures such as the Law on Combating Technology-Enabled Scams. Official figures show that administrative reviews of 195 licensed casinos resulted in 20 license revocations and 29 suspensions due to regulatory breaches or suspected links to cyber-fraud operations.
