The KSA’s findings indicate that while the legal market has seen a slight increase in participation, the attraction of illegal gambling options is proving difficult to resist for many players.
In response to rising concerns about gambling addiction, the Dutch government has implemented several measures aimed at protecting players. These include raising the minimum age for high-risk gambling from 18 to 21 and introducing deposit limits for players. While these initiatives have led to a decrease in the average amount lost per player in the legal market—from €146 to €119—there are signs that they may also be driving players towards illegal alternatives.
The KSA has expressed concern that these protective measures, while well-intentioned, may inadvertently push players towards illegal platforms where such restrictions do not apply.
The report also sheds light on the demographics of online gamblers in the Netherlands. Notably, young adults aged 18 to 24 represent a significant portion of the gambling population, holding 23% of active accounts despite making up only 9.3% of the overall adult population. This demographic is particularly drawn to sports betting, contrasting with the broader adult population, where slot machines remain the most popular form of gambling.
The rise of illegal gambling can be attributed to several factors. Many players are drawn to the lack of restrictions and the enticing offers that unregulated platforms provide. These illegal sites often feature higher payouts and fewer regulations.
Given the current landscape, there is an urgent need for enhanced regulatory measures to combat the rise of illegal gambling. The KSA has acknowledged the challenges posed by unregulated platforms and is exploring ways to strengthen its oversight and enforcement capabilities.
By implementing these measures, the KSA aims to protect players and ensure that the legal gambling market remains a safe and viable option.
