Albania Prepares for Regulated Online Betting Framework

Albania has completed the primary legislative structure required to reintroduce online sports betting, marking a strategic shift toward a regulated digital regime following years of nationwide prohibition. According to an analysis by gambling advisory firm 4H Agency, the national framework limits the market to ten online licenses in an effort to channel existing demand away from informal offshore channels into a supervised tax environment. While the official licensing process has not yet opened, the established regulatory framework sets rigorous operational criteria and fiscal requirements for prospective market entrants.

The established legal framework mandates stringent entry criteria designed to attract experienced operators. Applicants must operate as joint-stock companies registered in Albania and demonstrate a minimum of three years of gambling experience within at least three EU or OECD jurisdictions. Financial thresholds require a minimum share capital of ALL 40 million (approximately €400,000) and a documented prior annual gambling turnover of ALL 2 billion. Operators selected through the points-based evaluation process will pay a minimum license fee of ALL 400 million spread over a ten-year term, alongside a 15% Gross Gaming Revenue (GGR) tax dedicated to a public fund supporting sport, culture, and technology.

Analytical assessment from 4H Agency indicates that while Albania represents a compact market of approximately 2.4 million residents, underlying consumer demand has endured despite the prohibition. Stasya Yautodzyeva, Head of Analytics at 4H Agency, noted that the country is unlikely to become a major European hub due to its population size and strict licensing limits, characterising the landscape as a specialized, niche opportunity rather than a mass-market environment. However, the framework leverages high digital penetration and European economic integration to transition local wagering activity into a monitored environment requiring mandatory customer verification and certified infrastructure.
