Grosvenor Casinos one of the Rank Groups brands
The FTSE 250 operator, which owns Grosvenor Casinos and Mecca Bingo, disclosed the settlement proposal in a recent trading update. According to the company, a formal proposal was submitted to the Gambling Commission on 20 May, including a payment of £5 million calculated with reference to the regulator’s published penalty guidelines.
The Gambling Commission had been investigating Rank for several months over what the operator has described as “historical compliance failures” connected to its Grosvenor brands. A final decision from the regulator on whether to accept the proposed settlement remains pending, and the company has booked a £5 million provision in anticipation of the outcome.
Despite the provision, Rank indicated that it expects full-year profits to surpass market forecasts, suggesting the regulatory matter has not materially affected its broader financial trajectory.

This history places the current £5 million proposal in context. The figure represents a materially larger sum than previous settlements, reflecting either the scale of the underlying failures or the Commission’s increasingly firm approach to enforcement in the land-based casino sector.
The disclosure comes at a time when Rank is navigating a challenging operating environment. The company has reported record net gaming revenue of £834 million, with Grosvenor Casinos generating £397.3 million and Mecca Bingo contributing £143.0 million. At the same time, the operator has implemented headcount reductions and cost-saving measures in response to increases in UK gambling taxation.
For Rank, resolving the outstanding investigation through a settlement offers a measure of certainty. Divertory settlements allow operators to avoid a formal licence review, provided the regulator accepts the proposed terms and is satisfied with remedial action taken.
