Sri Lanka Prepares To Legalise Online Gambling

Sri Lanka, Colombo

Sri Lanka is on the verge of a major transformation as the government moves to establish a regulatory framework for online and offshore gambling activities. The proposal, spearheaded by the Gambling Sports Regularisation Act, aims to create a dedicated authority to oversee various gambling operations, including those in the burgeoning Colombo Port City.

The Proposed Gambling Sports Regularisation Authority

The Sri Lankan cabinet has recently approved a draft bill to establish the Gambling Sports Regularisation Authority. This body is designed to monitor and regulate all forms of gambling, including online platforms, ship-based gambling, and offshore casinos located in the Colombo Port City. The authority’s primary role will be to ensure compliance with regulations and promote responsible gambling practices.

Legislative Process

Following a cabinet meeting, the bill is set to be presented to the parliament for approval. The Department of Government Information has confirmed that the authority will be tasked with overseeing the gambling sports industry, which encompasses both local and offshore activities. The establishment of this authority marks a significant step towards formalizing the gambling sector in Sri Lanka.

Current State of Gambling

Gambling in Sri Lanka has traditionally been regulated through a patchwork of laws and regulations. Existing casinos operate under general regulations that cover licensing and entrance fees but lack a comprehensive legislative framework. The introduction of the Gambling Sports Regularisation Act aims to fill this gap by providing a structured approach to regulation.

The gambling industry has the potential to contribute significantly to Sri Lanka’s economy. With the establishment of regulated online and offshore gambling, the government anticipates increased revenue through taxes and licensing fees.

Colombo Port City: A New Gambling Hub

Colombo Port City, a massive land reclamation project, is positioned to become a central hub for various industries, including gambling. Developed by China Harbour Engineering Co Ltd, this area is expected to attract significant investment and tourism.

The proposed regulations will specifically address offshore casinos within the Colombo Port City. These establishments are expected to operate under strict guidelines, ensuring that they contribute positively to the local economy while adhering to responsible gambling practices.

Regulatory Framework and Compliance

The Gambling Sports Regularisation Authority will be responsible for several critical functions, including:

  • Licensing: Issuing licenses to gambling operators and ensuring compliance with regulatory standards.
  • Monitoring: Regularly assessing gambling activities to prevent illegal operations and protect consumers.
  • Enforcement: Implementing penalties for non-compliance and promoting responsible gambling initiatives.
