Tim Miller Exits UK Gambling Commission After Decade-Long Tenure

The UK Gambling Commission faces another leadership change as Tim Miller announced his departure after nearly a decade of service. Miller joined the regulator in 2016 and played a pivotal role in shaping modern gambling governance through evidence-led policy development. His tenure saw him lead crucial initiatives, including the Gambling Act review, financial vulnerability checks, and the launch of the Gambling Survey for Great Britain. Miller championed GamProtect, the industry’s cross-operator data-sharing initiative designed to create a unified customer oversight system. His exit follows the departure of Chief Executive Officer Andrew Rhodes by just four months.

Tim Miller Announces Departure from UK Gambling Commission

The UK Gambling Commission released an official statement confirming Tim Miller’s decision to step down from his position as Executive Director of Policy & Research in September 2026. The announcement marks the end of a decade-long tenure that began in 2016.

Following his exit, Miller plans to work with governments, regulators, and organizations developing gambling regulatory systems worldwide, moving outside the British regulated gambling sector. This international focus represents a shift from his domestic regulatory responsibilities at the Commission.

Miller reflected on his decision with measured consideration. “I have worked at the Commission longer than anywhere else during my career and have found it the most rewarding and fulfilling role,” he stated. He particularly credited his colleagues, noting that working alongside dedicated staff made the departure decision difficult, but after ten years he felt prepared for new challenges.

Sarah Gardner, Acting Chief Executive of the UK Gambling Commission, acknowledged Miller’s contributions. “Tim has provided outstanding service to the Commission for ten years,” Gardner said, expressing gratitude for his significant impact on gambling regulation and extending wishes for future success.

The Commission indicated that details regarding coverage of Miller’s responsibilities will be communicated at a later date.

What Did Miller Accomplish During His Decade at the Regulator?

Miller spearheaded the establishment of the Digital Advisory Panel during his tenure, creating a specialized body to advise the UK Gambling Commission on digital landscape shifts and emerging online gambling risks. The panel brought together expertise from gaming, technology, digital strategy, and social media sectors to address challenges posed by big data, artificial intelligence, and changing consumer behaviors across online platforms.

His leadership proved significant in implementing the 2023 Gambling Act Review commitments. Subsequently, Miller oversaw the introduction of financial vulnerability checks using publicly available data at a threshold of £500 per 30-day rolling period for major remote operators. The Commission extended test purchasing requirements to smaller land-based operators and implemented Think 25 approaches for age verification.

Miller directed the development of controls on remote game design, scheduled for January implementation, alongside new requirements allowing consumers greater control over direct marketing types, now set for May 2025. In parallel, he established the Gambling Survey for Great Britain, securing official statistics recognition from the Office for Statistics Regulation.

The executive director championed GamProtect, encouraging broader industry participation in the cross-operator data-sharing initiative. Miller indicated that mandatory involvement for all B2C licensees remained “very much on the table” despite the scheme’s voluntary launch.

How Will Miller’s Exit Impact UK Gambling Regulation?

Miller’s departure compounds leadership challenges at the UK Gambling Commission following Chief Executive Andrew Rhodes’ exit on 30 April 2026. Sarah Gardner, Deputy Chief Executive, stepped up as Acting Chief Executive during the transitional period. The Commission confirmed full confidence in the executive team’s ability to deliver strategic priorities in spite of the leadership changes.

Rhodes led the regulator for nearly five years through major reform, strengthening regulatory approaches while maintaining consumer protection as central to operations. His tenure addressed the Gambling Act Review implementation, oversaw record-breaking enforcement actions against Entain at £17.2m in 2023 and William Hill at £19m in 2024, and managed the National Lottery’s fourth license tender.

The dual departures occur during critical regulatory developments. Financial risk assessments pilot work continues, with Stage two producing approximately 1.7 million assessments across three credit reference agencies for roughly 860,000 accounts. The Commission achieved 97 percent frictionless assessments in Stage two, exceeding the 80 percent target outlined in the 2023 Government White Paper.
