UK Unlicensed Gambling Operation Uncovered

A 39-year-old man from Stoke-on-Trent has been arrested and charged with running an illegal gambling organisation, an investigation conducted by the UK Gambling Commission in collaboration with local law enforcement. The individual, identified as Haydon Simcock, faces allegations related to the provision of unauthorized gambling services.

According to the charges, Simcock is accused of operating an unlicensed gambling facility that catered to UK consumers between October 8, 2023, and September 11, 2024. The time period of alleged illegal activity is believed to have been uncovered following an interview Simcock did with the Racing Post Newspaper.

In addition to the primary charge of running an unlicensed gambling operation, Simcock faces a separate allegation related to the advertising of betting offers. This charge covers the period from May 26, 2023, to March 1, 2024. The accused will appear before the Birmingham Magistrates’ Court on March 24

The Racing Post conducted an undercover interview with an individual claiming to be Haydon Simcock in February 2024. This interview, which took place before the arrest, offering a rare glimpse into the operations of an illegal bookmaker.

The Post Bookmakers

During the interview, Simcock allegedly disclosed information about an illegal horse racing bookmaker operating in the UK under the name “The Post Bookmakers.” This entity reportedly utilized modern communication platforms, specifically WhatsApp, to accept bets from players, highlighting the adaptability of illegal operators in using technology to facilitate their activities.

Operational Structure

According to the information provided in the interview, the illegal bookmaking operation had a relatively sophisticated structure:

  • Simcock claimed to serve as the commercial manager for the bookmaker.
  • The operation reportedly employed up to 10 individuals.
  • At the time of the interview, the illegal bookmaker allegedly had a customer base of approximately 1,300 people.

Customer Base and Motivations

One of the most revealing aspects of the Racing Post interview was the insight provided into the motivations of customers who chose to engage with illegal gambling operators. Simcock allegedly shared that many of their clients were individuals who could no longer place bets with regulated operators. Two primary reasons were cited for this shift to illegal betting services:

  1. Affordability Checks: Some customers reportedly turned to illegal operators due to the stringent affordability checks implemented by licensed bookmakers. These checks, designed to prevent problem gambling, may have inadvertently pushed some bettors towards unregulated alternatives.
  2. Account Restrictions: Another factor mentioned was account restrictions imposed by regulated operators. Some players, facing limitations on their betting activities with licensed bookmakers, apparently sought out illegal alternatives to continue their gambling habits.
