US Sports Betting Hits Record Revenue as Market Expansion Stalls

US sports betting reached unprecedented financial heights in 2025, with Americans legally wagering $166.94 billion on sports. The figure represents an 11.0% increase from the previous year, marking a new all-time high for the sector, according to data from the American Gaming Association. However, the numbers reveal a striking shift in market dynamics. Legal sports betting in the US has transitioned from a period of explosive expansion into a more stable, mature phase. The growth rate contrast tells the story of an industry that has moved beyond its initial boom, with operators now navigating a fundamentally different competitive environment.

US Sports Betting Reaches Historic $166.94 Billion in 2025

Sports betting revenue climbed to $16.96 billion in 2025, representing a 22.8% increase over the prior year. The revenue surge, coupled with expanding state participation, drove tax collections to $3.71 billion from state-regulated sportsbooks, up 32.4% year-over-year. Legal sports betting in the US now operates across 39 states, Washington D.C., and Puerto Rico, covering more than 90% of the adult population.

New York maintained its position as the dominant market, collecting approximately $1.30 billion in sports betting tax revenue alone. This figure exceeded the combined tax collections of the next four largest states, which totalled roughly $965 million. Ten states accounted for $113.87 billion in combined handle, representing 69% of all wagers placed nationwide. Illinois, New Jersey, Ohio, and Arizona rounded out the top five markets behind New York.

State and local governments received nearly $3.57 billion in tax revenue from sports betting operations. The first quarter of 2025 proved particularly strong, generating nearly $1 billion in tax revenue nationwide. In truth, 41 states and Washington D.C. reported state tax revenue associated with sports betting during the year.

Growth Rate Plummets from 160% to 11% Since 2021

The deceleration in legal sports betting in the US reflects a market that has moved from hypergrowth into maturation. Total sports wagers increased from $4.90 billion in 2017 to $121.10 billion in 2023, while the number of states with operational sportsbooks grew from 1 in 2017 to 38 in 2024. Due to this rapid expansion, the sector experienced growth rates exceeding 160% in early years following the 2018 Supreme Court ruling.

The current trajectory tells a different story. Market projections show sports betting valued at $100.9 billion in 2024, expected to reach $187.39 billion by 2030, growing at a compound annual growth rate of 11% from 2025 to 2030. This represents a dramatic slowdown from the triple-digit expansion rates that characterized the industry’s first years.

Online platforms drove the transformation, with 94% of wagers during 2023 placed online. Mobile gambling applications fundamentally altered participation patterns, embedding betting into mainstream consumer behaviour. The shift from physical locations to digital platforms accelerated market penetration but also contributed to faster market saturation.

The slowdown reflects operational realities. Most major markets have launched, population coverage has reached saturation levels, and customer acquisition costs have risen. Operators face a fundamentally different competitive environment than the one that existed during the initial expansion phase.

Industry Transitions into Mature Market Phase

Operators face fundamentally different priorities as the post-PASPA expansion phase reaches completion. With fewer state launches ahead, growth stems from efficiency improvements, customer retention, and wallet-share expansion rather than geographic footprint. The initial land-grab phase has given way to a market where operational sophistication determines competitive advantage.

Differentiation has shifted away from marketing expenditures toward pricing sophistication, in-play offerings, personalization, and risk management. Operators concentrate on increasing wallet share, improving hold percentages, and expanding product usage instead of pursuing new territory. In fact, sports betting revenue growth during April 2026 was driven by higher hold, which rose from 9.3% in April 2025 to 11.1%.

Data infrastructure has emerged as a strategic layer rather than a backend function. As markets mature, operators evaluate their technology stack through critical questions about scaling capabilities during volume surges, support for new bet types, and resilience under regulatory pressures. Fast, reliable data separates market leaders from followers in an environment where consumers expect seamless experiences.

The industry also faces emerging competitive pressures from prediction markets such as Kalshi and Polymarket, which operate legally across all 50 states and saw $61 billion in trading volume from January to April 2026, exceeding the $51 billion total for all of 2025.
