Three state representatives have introduced Bill H.133, marking the first attempt to repeal sports betting legislation since the Supreme Court struck down PASPA in 2018. This comes just as Vermont completed its first year of regulated sports betting operations, with mixed results showing $6.3 million in tax revenue but falling short of initial projections. The bill&#8217;s introduction has caught the attention of gaming regulators and legislators nationwide, as it could set a significant precedent for other states grappling with the social and economic impacts of legalised sports betting.<\/p>\n<h4 style=\"text-align: left;\">Vermont Legislators Propose Historic Betting Ban<\/h4>\n<p style=\"text-align: left;\">On February 4, 2025, a groundbreaking legislative proposal emerged in Vermont&#8217;s House of Representatives. Representatives Thomas Stevens (D), Troy Headrick (I), and Michael Mrowicki (D) filed Bill H.133, which aims to fundamentally alter the state&#8217;s gambling landscape.<\/p>\n<h4 style=\"text-align: left;\">Three Representatives File Bill H.133<\/h4>\n<p style=\"text-align: left;\">The bill, referred to the House Committee on Government Operations and Military Affairs, represents an unprecedented move in Vermont&#8217;s legislative history.\u00a0Representative Headrick, speaking about the proposal, expressed concerns about the financial impact on vulnerable populations. &#8220;State-sanctioned gaming functions as a camouflaged form of regressive taxation. It disproportionately harms low-income and working families who are forced into desperate financial decisions&#8221;.<\/p>\n<h4 style=\"text-align: left;\">Bill Targets Both Sports Betting and Lottery<\/h4>\n<p style=\"text-align: left;\">The scope of Bill H.133 extends beyond sports wagering to encompass the entire state lottery system.\u00a0Furthermore, the legislation proposes to subject any person offering lottery or sports wagering services to criminal provisions under Chapter 51 of Title 13, which governs gambling and lotteries.<\/p>\n<p style=\"text-align: left;\">This comprehensive approach marks a significant departure from Vermont&#8217;s current gambling framework, which permits mobile sports wagering through licenced operators. Under existing law, the Department of Liquor and Lottery maintains authority to contract with between two and six operators for mobile sportsbook operations. Additionally, the current system includes various consumer protections, such as age verification measures and restrictions on advertising targeting persons under 21 years.<\/p>\n<p style=\"text-align: left;\">The proposed legislation would effectively dismantle these regulated gambling operations. Consequently, if enacted, violations would carry substantial penalties. First-time offenders could face fines up to \u00a339,708.01 or six months imprisonment, with subsequent violations resulting in increased penalties up to \u00a3238,248.03 or two years imprisonment for third and subsequent offences.<\/p>\n<p style=\"text-align: left;\">Vermont&#8217;s first year of legal sports betting operations revealed complex financial outcomes. The state&#8217;s Department of Liquor and Lottery reported total wagers of \u00a3157.24 million in 2024, marking a significant milestone in the state&#8217;s gaming history.<\/p>\n<h4 style=\"text-align: left;\">Revenue Falls Short of Projections<\/h4>\n<p style=\"text-align: left;\">Initial projections anticipated \u00a35.56 million in state revenue for fiscal year 2025. However, officials later revised these estimates downward to \u00a34.84 million.\u00a0This adjustment occurred primarily because sportsbook operators began paying out more winning bets to players. Notably, the increased payouts, though reducing state revenue, indicated a positive trend for Vermont bettors.<\/p>\n<p style=\"text-align: left;\">The betting landscape showed distinctive patterns between resident and visitor participation. During the first six months, approximately 38% of active users were from other states. Moreover, out-of-state bettors demonstrated higher wagering amounts, with average bets of \u00a327.26 compared to \u00a315.13 for Vermont residents.<\/p>\n<p style=\"text-align: left;\" data-pm-slice=\"1 1 []\">The implications of Vermont&#8217;s potential repeal extend beyond state borders. Altogether, 13 states already maintain restrictions on college proposition bets: Ohio, Maryland, Louisiana, Arizona, Colorado, Massachusetts, Oregon, New York, Pennsylvania, Tennessee, Virginia, and West Virginia.<\/p>\n<p style=\"text-align: left;\">State experiences with online gambling have prompted increased scrutiny. Research indicates that online gamblers are eight times more likely to report compulsive gambling problems compared to traditional casino players. Furthermore, Connecticut&#8217;s gambling helpline witnessed a threefold increase in calls after launching online betting platforms.<\/p>\n<p style=\"text-align: left;\">Michigan&#8217;s experience offers additional context, with helpline calls increasing fivefold within one month of online betting introduction. Similarly, New Jersey&#8217;s Rutgers Centre for Gambling Studies found that 40% of online gamblers reported problem and disordered gambling behaviours. In Pennsylvania, 36% of online gaming participants experienced problem gambling.<\/p>\n<p style=\"text-align: left;\">These statistics have caught the attention of lawmakers nationwide. The Vermont legislation could serve as a template for other states grappling with similar concerns.
