A primary operational change for gambling service providers under the new framework is the mandated adoption of a “closed loop” payment system. Under this rule, operators must ensure that payments made to customers are processed using the exact payment account that was utilized for depositing funds. By eliminating open-loop payment systems, regulators aim to prevent bad actors from depositing illicit funds through one method and withdrawing them via another, a common technique used to obscure the origin and destination of money.<\/p>\n
Furthermore, the strategy pledges a \u201cmore robust regulatory framework\u201d for casino clubs operating machine-based gambling, promising stricter enforcement of their licensing conditions and anti-money laundering (AML) obligations. The regulations also directly address the rising use of digital assets. A new standard will be established for the gambling sector regarding the acceptance of cryptocurrency as a source of funds, mandating enhanced due diligence to verify the legitimacy of these assets. Additionally, crypto-asset transfers will now require accompanying information detailing both the originator and the beneficiary.<\/p>\n
In a statement released ahead of the launch, Minister Harris noted that the strategy will \u201cstrengthen Ireland\u2019s ability to detect, prevent and disrupt money laundering, terrorist financing and other forms of financial crime while protecting citizens, businesses and the integrity of Ireland\u2019s financial system.\u201d To support this, the government is expanding intelligence sharing across multiple agencies, including the Garda, the Financial Intelligence Unit, Revenue, the Criminal Assets Bureau, and the Central Bank of Ireland.<\/p>\n

However, regulatory authorities maintain that such measures are essential to combat the evolving tactics of criminal networks. The 2026 National Risk Assessment highlighted that criminals are increasingly combining traditional cash-based methods with digital approaches, making detection significantly more challenging. Acknowledging this technological shift, the Central Bank has been instructed to develop a systematic understanding of how emerging technologies, such as artificial intelligence, can both create new vulnerabilities and offer advanced tools for AML compliance.<\/p>\n
