Official China Sports Lottery data tracked weekly sales progression throughout the tournament’s duration. Following the opening week total, sales surged to RMB15.15 billion ($2.11 billion) in week two, then climbed to RMB16.27 billion ($2.26 billion) and RMB17.20 billion ($2.39 billion) in subsequent weeks. Weekly volumes more than doubled after the opening match and held above RMB15 billion ($2.09 billion) for four consecutive weeks. Sales tapered to RMB10.98 billion ($1.53 billion) in the final week as the tournament moved to its closing stages.
Most legal football betting China activity during the tournament was placed through Jingcai Football, the sports lottery’s football betting product. The platform allows wagers on match winners, handicaps, correct scores and other outcomes. The lottery maintains a return-to-player rate of about 73 percent.
State broadcaster CCTV reported that its World Cup broadcasts, special programming and news coverage generated more than 70 billion cumulative cross-media views by the eve of the final. The World Cup final between Argentina and Spain drew a cumulative audience of 282 million viewers, with peak real-time viewership reaching 41.23 million.
The China Sports Lottery operates through a parimutuel model, where prizes are drawn from a pool of stakes. The system typically allocates 55 to 65 percent to winners. Single-match betting products allow wagers on match results, handicaps, correct scores and goal totals, with the state exclusively determining which matches appear on the fixture list and setting payout structures.
The Football Lottery, known as Jingcai, launched officially on October 22, 2001, as a trial across 12 provinces and cities. Participants aged 18 and older place bets at authorized outlets or through approved online platforms. The 14-match Win-Draw-Lose game requires players to predict full-time results across 14 football matches, with each bet costing 2 yuan. The prize return rate stands at 65 percent of total sales, divided between current draw prizes (64 percent) and an Adjustment Fund (1 percent).
Maximum prize per bet caps at 5 million yuan. The prize pool comprises floating prize funds from previous draws that went unclaimed, plus amounts exceeding the single bet cap for first prizes. Prize claims remain valid for 60 days from the day following the prize calculation date. The system has raised over 1.4 trillion yuan since 1994 to support public welfare and sports initiatives.
Despite the national team’s absence from the tournament, Chinese viewers accounted for 17.7 percent of the global linear TV reach during the 2022 World Cup, totaling 510 million viewers. The massive engagement persisted although China has qualified for the men’s World Cup only once, in 2002, when the team exited in the group stage without scoring a goal.
The qualifying failure carried additional sting as the tournament expanded from 32 to 48 teams, with nine Asian nations securing places. Traditional rivals Japan and South Korea qualified comfortably, while newer footballing nations such as Jordan and Uzbekistan also booked their tickets. China remained on the sidelines.
President Xi Jinping has long viewed football as a national priority, publicly expressing three ambitions for Chinese football: qualifying for the World Cup, hosting the tournament and eventually winning it. The government unveiled a plan in 2016 to make the country a ‘world football superpower’ by 2050.
Notably, Chinese sponsors Mengniu and Hisense poured a reported $500 million into the World Cup despite their domestic audience having no team to support. Corruption continues to undermine development, with authorities handing lifetime bans to 73 players and officials over match-fixing and bribery. Former national team coach Li Tie serves a prison sentence among several high-profile figures.
