Macau Formally Approves New Gambling Legislation

After months of discussion and debate, Macau’s legislative assembly have finally ratified the city-state’s much-anticipated gambling reform bill. The legislation, which will pre-empt significant changes across the Macanese gaming landscape, updates the latest regulatory framework, which was established over twenty years ago.

Prior to 2002, the special administrative region was dominated by veteran gaming tycoon Stanley Ho, whose SJM Holdings firm had free reign over the native marketplace. Since then, six operators, including SJM, have presided over the planet’s most lucrative gambling environment. The same six casino concessionaires will now be subjected to refreshed guidelines, which will see their respective operations placed under great scrutiny.

The new bill dictates that license terms will be cut from twenty to ten years. Furthermore, each casino establishment will need to navigate a periodical review conducted by Macau’s internal regulator, the Gaming Inspection and Co-ordination Bureau. Should any of these probes return a set of undesirable findings that serve to compromise the ‘public interest’, the local government reserves the right to terminate the operator’s license with immediate effect.

A restriction on the volume of gaming tables and slot machines will also be enforced, as will the requirement to deliver on a pre-set gross gaming revenue target. In essence, the re-calibrated guidelines will empower local government further, and allow them to monitor operators more closely.

Due to the protracted nature of the bill’s construction, the local government have already taken steps to extend the six ‘live’ licenses until the end of the year. A fresh tendering process will now be rolled out, however, come January, it’s expected that each, current license holder will still be in situ.

Macau’s gaming industry has endured a troublesome last two years. Illicit financial activity, draconian COVID restrictions, and challenging commercial performance have resolved to undermine confidence on the strip. However, there is now at least hope that the landmark new legislation will help to steer the ailing market back to calmer waters.
