Missouri Sports Betting Launch Faces Setback

The anticipated launch of legal sports betting in Missouri has encountered a major obstacle, pushing the timeline further into the future. This comes as a result of Secretary of State Denny Hoskins’ decision to reject an emergency rulemaking request submitted by the Missouri Gaming Commission (MGC). The rejection, announced on February 21, means that regulators must now adhere to the standard rulemaking process, effectively delaying the projected June launch to late summer or fall 2025.

This setback has sparked discussions among industry stakeholders, policymakers, and sports betting enthusiasts about the implications for Missouri’s gambling landscape. The decision not only affects the timeline for launching sports betting operations but also raises questions about the interpretation of licensing regulations and the potential impact on casino operators in the state.

The Rejection of Emergency Rules

The Missouri Gaming Commission’s efforts to expedite the launch of sports betting in the state hit a roadblock when Secretary of State Denny Hoskins declined to approve the emergency rulemaking request. This decision was rooted in the legal requirements for emergency approval, which Hoskins determined were not met in this case.

Under Missouri law, emergency rulemaking can only be granted under specific circumstances:

  1. When there is an immediate danger to public health, safety, or welfare
  2. If the rule is necessary to preserve a compelling governmental interest that requires an early effective date

Hoskins concluded that the proposed sports betting regulations did not satisfy these conditions, necessitating the use of the standard rulemaking process instead.

Prior to this setback, the Missouri Gaming Commission had set a target of June 2025 for the market’s launch. This timeline was notably ahead of the state’s legal deadline, which mandates that wagering must commence no later than December 1, 2025.

While the emergency request was denied, the MGC confirmed that its proposed licensing rules, which were filed alongside the emergency request, will become effective on August 30, 2025.
