Ukraine Blocks More Than 2,500 Gambling Sites

The Prosecutor General’s Office in Ukraine has reported that more than 2,500 gambling websites operating without a license have been blocked as of April 27. This move comes as the negative impacts of gambling, particularly on Ukrainian soldiers, have become a topic of public discussion. The President of Ukraine, Volodymyr Zelensky, signed a decree on April 20 to approve restrictions on online gambling and ban it for the military during martial law.

In recent months, concerns over the negative effects of gambling in Ukraine have gained traction. A petition demanding restrictions on online gambling reached the president’s desk in March, highlighting the need for action. The impact on Ukrainian soldiers, in particular, has been a cause for alarm.

The Prosecutor General’s Office has taken decisive action against illegal gambling websites. Over 2,500 such websites have been blocked in Ukraine since April 27. These websites were operating without a license, and their closure aims to curb the negative consequences associated with unregulated gambling.

Law enforcement agencies in Ukraine are actively investigating over 450 criminal offenses related to the illegal organization of gambling. As of late April, 21 individuals have been notified of suspicion, and 72 have been indicted. This crackdown on illegal gambling activities demonstrates the seriousness with which the Ukrainian government is addressing the issue.

Several large companies are under investigation in relation to online gambling in Ukraine. One case focuses on the alleged legalization of Hr 4.8 billion ($1.2 billion) in profits from illegal online gambling. These investigations aim to hold accountable those who have profited from illegal gambling activities.

To further address the issue of gambling in Ukraine, the parliament has supported a bill that strengthens the state’s oversight over the gambling business. The proposed legislation includes abolishing the Commission for Regulation of Gambling and Lotteries and transferring its responsibilities to the Digital Transformation Ministry. This move aims to streamline the regulation of the industry and ensure stricter control measures.

In addition to strengthening oversight, the bill proposes further restrictions on online gambling. This includes a ban on advertising and finding tools to safeguard vulnerable population groups. The aim is to protect individuals who may be more susceptible to the negative consequences of gambling.

Despite the challenges associated with illegal gambling, the gambling industry in Ukraine has contributed significantly to the economy. In the first two months of 2024, the industry paid Hr 2.2 billion ($56 million) in taxes. In 2023, the industry contributed Hr 10.4 billion ($267 million) in taxes, according to Danylo Hetmantsev, the chairman of the parliamentary Finance Committee.

President Zelensky has expressed his commitment to tightening control over the online gambling industry. In an evening address on April 2, he emphasized the government’s determination to protect the interests of society. This commitment reflects the government’s recognition of the potential harm associated with unregulated gambling.
